damage level and supply?

Does a ports damage level have any effect upon the ability of units to trace supply thru a port?

AND

Can Axis units use Sea of Azov ports as a supply source?

What I have found is if a port has less than an effective size of 1 it is not a supply source.

So a level 10 port needs 90+% damage

a level 2 port needs 50+% damage

etc
