How (or when) can you move factories?

I have just started a test campaign as the Russians against the Germans and I am wondering how you can relocate factories by rail? I have placed the view into factory mode (Shift-L) and selected Rail Transport (F2). I see hexes highlighted in red where I have factories. I click on them but nothing happens. I even go into the city view, where I can see the different kinds of factories (e.g. heavy, armaments, etc) but I can't seem to select them for relocation via rail.

As I missing something here? Can you only start evacuating factories after a certain point in time, or am I simply messing up the movement procedure for them? Any help is appreciated!

you must wait till turn 2
no other restrict

I believe you cannot move them until turn 2 or 3. I had the same question- I did not have rail (F2) selected, so I could see the factories but not move them.
Since you have F2 selected, then it must be too early to move them. I'm just not sure if its turn 2 or 3, it was turn 3 before I figured it out :)

You cannot move industry until turn 2. To do so, go into rail transport movement mode. Enter the city detail screen to view the list of industries in the city you're interested in. You will see << >> symbols next to any oveable industires in that city. Use the sybols to increase or decrease the quantity of the industries you wish to move. Once set, click on the "Move" text above the list of industries. The city detail window will close. Scroll the map to the city where you wish to move the industry to. Right click on the target city hex. The industry will move and you'll get a brief message to that effect.

Thanks for the help. They indeed become moveable on turn 2. For completeness, here is one way how to move Russian factories:

1) Factories become moveable on turn 2
2) Shift-L to go into factory mode - red hexes contain factories (but not necessarily moveable factories)
3) 'F2' to go into rail transport mode
4) Click on a red hex
5) Click on the city name in the general information and city box (5.1.5)
6) The city information popup will show the number of factories and will allow you to move them
7) Select the number of factories you want to move by incrementing or decrementing the Move number; this will also update the total rail cost for moving the selected factories
8) Click MOVE to do the move
9) The map will now highlight valid destinations in green
10) Right click on any green destination hex
11) Your factory will move to that hex without any animation; you will receive a notification that your factory has moved

This is described fairly well in 5.3.2.2.

Hint/warning: If you don't have enough rail capacity to move a complete aircraft/tank/armored car factory and move just parts of this factory instead, all excess capacity at the source is eliminated. This moved factory will not start raising back to normal/maximum size until fully repaired (or almost fully repaired).
This does not affect other types like HI or Armaments, you may spread out these factories in smaller chunks to multiple target locations.
