Operation Blau, point totals dont make sense.

Playing Operation Blau, PBEM, we are in the 6th turn German Player, IE. me. I took a look at the victory point totals and noticed that the Russians had recieved 100 points for holding Rostov for 4 turns but i captued Rostov, on my german turn 3. I then reloaded the Russian turn 2, and looked at the point totals and found that the Russians had 100 points for every city that they got 25 points ET, how can that be when the game is only 2 turns old? It also says that on turn 2, that i had already lost 291,480 men the Soviets had lost 388,890, again how is this? I understand the difference between, ET, points, and EG points. Anybody have this issue?

Victory points are awarded every player turn, so that means twice each full turn. I believe some scenarios start with casualties already accumulated.
