Forced to use gas?

I upgraded my arty and now my next attack has to be gas? How about I can upgrade my atry and have the option to use gas if it is available? That would seem to be more in line with how a decision like that would be made vs just shooting the next batch of shells regardless of the label. I'm not interested in the diplomatic hit either...

Basically if you research it first (the Germans start with a lead) you are expected to be the first one to use it. We wanted gas in, because it's so iconic in WW1, but not dedicate to much special rules/controls to it.

After the initial shock of gas use everyone used it pretty much all the time (mixed with normal shells) so always having something like a "Do you want to use gas?" popup would just have become clumsy.

I agree that gas attacks should be a part of the game for the reason you indicated, but there should definitely be a choice to the be the fist side to use it. Since there are political ramifications, it seems entirely reasonable that one would decline to be first to pursue a less belligerent strategy. A simple pop up that asks if you want to be the first when using an eligible unit prompting- Yes, No or Never doesn't seem that disruptive to me...maybe a check box of some kind on the unit card. Kind of a big deal to forgo in order to keep things simple....in my opinion anyway.
