Moving workers

I know how to physically move farmers and miners by clicking on them and then clicking on a hex within city range. Problem is that nothing happens. No matter where I put the guy, nothing changes. For example, a city has a +2 food hex and produces a mean food of +1. Just to test, I click on the farmer (only have 1) and then clicked on a hex with only +1 food. This should result in 1 less food unit and a mean of 0. But nothing changes. Am I doing it wrong?

Click on the tiny farmer icon in the little box in the upper left hand corner of the city screen. The farmer should now be attached to the cursor. Now click in the destination miner (or whatever) box and it will be added to that specialty.
