I cannot find the answer in a search or the in-game wiki.

When you open the diplomacy screen, it shows the names of all the empires down the left side. Behind the names is a colored bar of differing lengths. What does that represent?

It represents their progress towards reaching victory. Even though that information is in far more detail in the victory progress screen, it gives you a quick idea of who is doing well or poorly.

It shows empire relations but it should not differ in length. Are you sure you're looking at the diplomacy screen?

No, the bar is some kind of strength measure (population, strategic value, something...)

The text says their relation to the selected empire (you). The number is trade volume. The color of the right side is diplomatic status.

In the below you can see that the top two are ranked as the most powerful. The teekans are third.

Those bars are identical, you can't see anything in them.
