Boy do the Allies need this turn over quickly or what? I did not realise that landing troops in port (when already at sea) means they will be disorganised. Plans to land in Barcelona, Cartagena (for onward deployment in Madrid) and Algiers have thus come unstuck.
If I am, to land Allied troops, organised, this turn, then the north coast of Spain is my only option.

I think you need to figure out the MWiF mechanics for de-barking from a ship at sea. The TRS does not need to return-to-base for the unit to de-bark.
To count for garrison the units must be within 3 of the common border. The country they are in is immaterial. Note the location of the Partition line and other common borders and count 3 from there.ORIGINAL: warspite1
For garrison purposes I am only including Eastern Poland and Lithuania for the USSR
and East Prussia and Poland for Germany
The German hexes with more than one unit are as follows:
Konigsberg = Bomber + Garrison
Warsaw = INF + fighter + fighter
Northeast of Warsaw = 2 x INF
I believe the German Garrison is 17 as per Fig 1 but I make the USSR 8 and not 7
