Newbie Question On City/Industry Capture

Newbie Question On City/Industry Capture

Folks,

Apologies for the newbie question, and couldn't find the answer in the manual. When playing Germany, and capturing a new city, I always see a notice that the population is relocating to another city. Is this normal? I know part of winning the game is the capture of manpower centers and industry, but always see this notice, and wonder if by capturing a city, I'm also reducing the Soviet manpower and industry in said city?

Any clarification is appreciated.

if there was any industry left in the city before you took it then that would be destroyed - things like heavy industry (HI), arms production, truck production or factories that produced named tanks and planes. Best way to check this is to hover the mouse over the city before you occupy it.

some population will always escape and ends up in a city under Soviet control. Once it has 'repaired' from the move, then it will start to generate manpower for the Soviets.
