I haven't yet figured out how to transfer/gift supplies from the UK to France. How is that done?

I do not know how do specifically give supplies to an allied unit, but I do know that you gan give units to an ally. Then you can assign an HQ to the unit and it will draw supplies from it's new HQ.
History began July 4th, 1776. Anything before that was a mistake.

To send supplies to an allied headquarters you just open your headquarters with the transfer command and then open their headquarters. To give units you use the pink button on the bottom row.

I have a landlocked HQ in Canada. I have cargoships in a coastal hex. I have a London HQ on a coastal hex.
Am I correct in thinking that I will have to create an HQ unit in the same hex with the cargoships, then transfer the supplies to it from the landlocked HQ via rail and then transfer from the coastal HQ to London?
If I want to transfer from London to Paris, I will have to do something similar in reverse. Correct?

Move the headquarters in Canada I know it says it is immobile but it is not. As for France their is a merchant headquerters in Britanny use it send the french supply trucks from Paris headquarter there

Due to Soviet aggression, Finland is now under the control of the British player (me). The Finish units are now under my control and Helsinki shows up as a production center. I assigned the Helsinki production to the Finnish Command HQ and chose to produce supplies. The game shows that 250 supply points can be produced, but that zero will actually be delivered. Why won't the supplies show up? Do I need to wait one turn for things to function?

They will get delivered. I have noticed this "feature" too. If you go out of the Production center, then enter it again and then just move the slider, it will show correctly that they will be delivered.

Next question. I have extra costs for supply points. What is causing these extra supply costs? And is it to move a units there, or just if I attempt to move supplies through there?

Assuming you mean lost, not cost. In either case, the supplies going through that area are being intercepted by enemy units, that are at sea. The red blobs, are how much supply is lost in each hex. If you see a golden/grey blob its because of powerpoints that have been lost in that area.
I guess you need to go hunting for those enemy units, probably subs.

I guess I read that wrong off the screen.
So, when I sent supplies via transfer from Saigon to London, I was informed that points were lost (along with ships). Is this showing me where those points were lost along the way?

Yes. Although sometimes you need to refresh the screen (somehow) to get a picture of where the ships were in fact lost.

I understand what this means -- that I lost 1127 supplies and 7 cargo ships to the enemy. I am curious what "Anti-Cap" is/stands for.
My question is how do I properly escort those ships? Do I need to put my ships in the path that the supplies travel so that I have better ZOC on the shipping lane than the enemy? Or do I actually need to hunt down and destroy the enemy ships that occupy the shipping lane?
IOW I assume that I cannot simply add destroyers to the unit that has the cargo ships in it and get escort protection.

You can not escort you must use ships to find and sink the enemy ships causing the losses.

I am confused about engineering points. On the one hand, it looks like each engineer provides one engineer point. But on the other, my 50 engineers seem to be supplying 120 engineer points. Why not only 50?

Engineers can save up to (i think) 5 times their engineer point total.
