Developing Areas

I cannot figure out what development points are god for[&:]

The loyalty is obvious but let say there is a naval base in the province does it grow larger is I spend several Develop Area cards on it?

In WoN, the main impact is on unit speed but it also affects generation of replacements, cash etc.

The key levels are:

<20 - wild
20-50 - cleared
51-75 - developed
>75 - civilized

its worth keeping these in mind as raising dev level over a threshold (or lowering it beneath one) makes quite a difference.

So try to not play those cards that lower dev level in a province where you will drop a category - and of course in reverse try to target those that improve dev level where it will pay off. The threshold developed/civilized can make quite a difference for resource generation
