What do these mean?

Just started playing the game. In the second tutorial scenario I see these hexes at the top:


What is their significance? I am referring to the 3 hexes at the top with troop graphics and numbers 1, 2 and 3 on them. I'm trying to include an image but not sure if it is working.

Yes the image is there. Those are setup boxes for your unit that don't start on the map or reinforcement boxes if you have units coming on the map after turn one.

Units will be given a setup zone (zone 1, zone 2, zone 3, ect..) and you will place those units into hexes that have the proper zone.

I suspected something like that, but since there were not reinforcements in that scenario I wasn't sure. I've read most of the manual but I guess I need to look a little closer. Thanks for the info.
