some towns are not garrisonable ?

I discovered that I cannot raise minor garrison in the far south (beyond Rostov) or east (Tambov for example). I could not find any reference to this in the manual or the forum. OK, my soviet play is quite poor but I would like to stop the Germans somewhere.

and to add to my worries, I cannot build fortifications in a muddy hex, but due to rasputitsa (which is a blessing) I cannot build fortifications anywhere!
This also is not mentioned on the card or the manual...

Hi Romainpek,

There are a lot of cities that are outside of the main combat zone and they aren't set up for garrisons. The assumption is that if the Germans have advanced that far to the east you've probably already lost the game.

You're correct that Fortifications can't be built in the mud. Rasputitsa is wall to wall mud so your construction battalions have to down tools.

I lost that game since alas... The German held Rostov + Kharkov for a month
