For the British French alliance I can only repeat that its character is purely of defensive nature. Nobody will be harmed or threatened. Instead we feel threatened by rumors of a massive German re-armament program.

The German state is led by a party of expansion. This makes us nervous.

Sentiment in the United States is in favor of allowing Europe to settle matters alone, but prudent souls will be prepared. Our moat is no longer the barrier it was.

The German foreign minister Baron Von Heineken, is astonished by the comments of the USA less of a country more of a continent, talking about German expansion based on as far we Germans are aware absolutely no evidence what so ever.

The British and French should be aware that their far flung empire so much of it unprotected, would be a welcome addition to the US, if the British wish to talk of German rearmament a myth by the way, they should note the military superpower building its forces on the borders of the British Empire, and all the while talking of conflicts to come when every other nation in the world only talks of peace.

Regards German rearmament if the British or French, wish to call the modernization of the obsolete German Army rearmament then that is their prerogative, but every other nation in the world modernizes its forces they would be foolish not to.

Japan and China sign a peace treaty based on current borders. The status of Chinese cities occupied by Japan will decided latter. Japan isn´t interested in a continental colony, our way is industrial and commercial development, however, there is strong resistance, among hardline officials, to any concession to the Chinese and even this peace treaty resulted in significant opposition from the Army. The Emperor belives that the current war against China will result only in useless waste of life.

The United States continues to embrace an isolationist stance.

There is one consideration we want to make clear. The Monroe Doctrine remains a bedrock of American Foreign Policy. Nothing would get the American people involved as quickly as incursions in the Western Hemisphere.

The Japanese Empire and China have reached a tentative ceasefire. This does benefit China as it gives us some breathing space to strengthen our rather less than overwhelming military capabilities. However the Chinese people remain deeply suspicious of the Japanese and their motives. Talks about an alliance are ongoing. We shall see what cards the Japanese lay on the table.

France Holland and Denmark last time we checked these were sovereign states. I guess war hysteria is being whipped up, making it easier for the US to sell arms, and rake in what uncle Sam really wants.

The United States is worried that war may come, but she is firm in isolationism, and will not be selling any arms in the near future.

This is the only warfare taking place in central Europe to date. It is in fact one of the German Armies Goosestep instructors putting their pupils through their paces.

We have received a message from Germany explaining that the concentrations near the border with the Netherlands are defensive in nature. They look stronger than they need to be.

US Submarines seen in the North Sea possibly the worse spying done by any nation in recent time, Germany has received no complaints from the Dutch, but their Fisheries Department have complained about damage to nets and collisions with submerged vessels, by the Dutch fishing fleet.

July 1938

USN submarines continue to exercise peaceful right of passage sailing in international waters.

Part of our mission is to share information. The Germans will be interested that the Royal Navy has established a heavy "patrol" line from British waters to international waters off Norway. Port visits, and discussions with German naval personnel, have yielded some interesting new facts about German transport construction. Germany has always been a proud contender for the "Blue Riband" but these vessels have possible military use too, so we feel it best to make the information available.

There is some concern in General Staff Quarters with the US General's shiny Helmets, surely they reflect the sun and give anyone with a sniper rifle a wonderful target.

The United States is worried about German influence in the Iberian Peninsula. They are active in diplomatic maneuvers there, and the US would ask all nations to seek to consider the consequences. The US State Department is trying to reinforce friendship between Portugal and America, but German activity is subverting the relationship.

The US would ask any interested nations to aid us in lowering German influence in Spain and Portugal.

The Japanese leadership is puzzled. We made sucessive contacts with the Chinese, offering them back some of the territory we won since 1937, including their capital. For some strange reason, the Chinese refused our offers. We are suspicious of a fifth column of western imperialists (or Bolshevisk maybe) influencing Chinese policies.

We Chinese are now in a vortex of superpower propaganda and manipulation. The capital is awash with foreign diplomats, spies and fifth columnists all intent on pushing their agenda. We Chinese would prefer just to be left alone. A ceasefire has been in place with the Japanese for some time now and appears to be working. We would prefer to let sleeping dogs lie.
