1. Why aren't there armaments spent on the HE-111 conversions?

He 111 was no real rebuilt/conversion, just added armament options for bigger external bombs.
Decomposition just removes unwanted or overly stockpiled armament-based equipment for full refund

Scrapping elements that require vehicles to produce or tanks with CV 9 will result in vehicle production, roughly equal to 75% of the number of scrapped elements.

To be fully accurate each panzer pioneer squad costs 2 vehicles, so you get (9x2)*0.75 vehicles back on decomposition.

Thanks.

One question on production then. (you would figure after having this game since it came out I would know how things work)

For the Pz IVe, it shows 1 in the built column and there are no factories building them. I figure this is the one that just got converted from Pz IVc, correct?

Yes, conversions (from old or captured equipment) and captured equipment is included in the BUILT column totals.
