HOW TO USE A HQ BUILDUP

I was looking through the manuel and I am not seeing any reference to the HQ Buildup option. How does it work? How close do my units have to be to the HQ to take advantage of it? Any help would be great.

Check out the HQBU section of my condensed rules, they update the HQBU rules with all the changes, etc...read the intro the condensed rules first as that will help...
