Ground Units and Orders

I assumed that I couldn't load many a ground unit because they were frozen in San Diego, LA, and the island but it seems there are too many plus I don't know if they need to be unfrozen in some way by me or if it is done so by some event. Anyone know how?

In addition, some units refuse to attack. For instance, I moved the 1st division (US Army) to Manila (first campaign) then changed command to the local high HQ but all options other then defense were greyed out. What do I need to do to use these units?

OK, I think the units frozen in place need to be moved by 9th Corps units or some such nonsense. However, my latest detailed read of the manual didn't shed any light on why the 1st US Infantry could not attack. Surely someone remembers this elder game and can help. Doesn't seem proper to open a ticket on it for this but I guess that's what I'll have to do.
