Recon - Hide

I believe that recon vs hide doesn't quite work the way it is explained in the manual (or I am missing something important). First, I think it almost work correctly to spot a unit, that is Recon - Hide > 0, except that it is > 1. Also, note that Hide is not cumulative, and is the minimum value for an SFType in the unit. However, it doesn't seem to work as described for Partial (and possibly Full) info. In the Manual it says Recon - Hide > RuleVar(55) (the manual says 30, but I assume this is the actual constraint). In my tests, I find that it is actually Recon > RuleVar(55) and not Recon - Hide. I checked this in a couple ways. First, by just incrementing RuleVar(55) until it stopped giving partial info, which was just equal to the total Recon points in the hex minus 1. I had a unit with 42 Recon points adjacent to a unit with 3 hide points in a hex with 1 hide point. Partial info occurred until RuleVar(55) = 42. Then, I moved the unit to forest with Hide=25 and there was no change.

I further tested this by starting with a unit with 42 Recon checking an enemy unit with 3 Hide and Rulevar(55) = 40. I then changed the Hide of terrain starting at 40, and decreased it until the unit is spotted, which was 37. At this point, the unit is not only spotted, but has Partial info on it.

Just checking if this way recon on a hex was intended.
