fixing the Soviet armor mech bug on 1.4 install

If I started a game on 1.3, then upgraded to 1.4, I have the Soviet armor/mech strength problem. If I overwrite with the beta patch, does that fix my Soviet armor/mech bug?

Not in an existing game.

But a new game if you grab the beta scenarios yes.
