Issue with building Soviet air groups

Playing 1.12.02

Experimented with the reserved rail setting and changed to 80%. Got a lot of capacity to move units but after a few turns there was a supply shortage, which caused not all aircraft to be produced among other things.

I changed the reserved rail back to 10% and the supply situation and aircraft production improved after a few turns but now I cannot build air groups.

Not sure if it was related to the other changes. I have AP. I looked in the manual and some of the updates but may have missed where air unit construction was addressed.

Thoughts?

I think it is a maximum air group issue because I disbanded a group and then could build one again so problem solved.

By the way, the number appears to be 600.
