Russians Decline East Poland

I am befuddled why my Russian opponent would decline East Poland. Is this a sensible strategy? What benefit or detriment does it have?

I don't know scrpits, but USSR starts with mobilization 25% and after entering Poland it falls to 20%. So by not accepting this event he gains 5% of mob, but frontline at the same time is much nearer to USSR vital cities.
Myself I always enter Poland with Red Army.

It should prevent a further drop in Polish Morale, but I can't see that has being worth the loss in territory, unless it enables Poland to hold out two turns more than normal, which seems...unlikely

It's only a good move if somehow Germany struggles in Poland.

But keep an eye on Soviet mobilization, he might go all in on diplo on the Soviets.
