Naval raiding on port supply stockpiles

Experimenting with the Axis navy, I found that if I park my surface fleet close to Scapa Flow I destroy 40/80/160 “stockpile” supplies per turn based on a 3/2/1 hex range respectively. Is this up to 160 supplies really destroyed from the Allied stockpile? That seems huge, and much more interesting than raiding convoys to kill a couple of merchant marines. It also doesnt work at another port such as Newcastle. What is special about Scapa?

Scapa is an island so it is using Port Supply from the main supply source.

Not to mention the RAF.

Such things might seem worthwhile against the AI. A human player would punish you promptly.
