THIEVES! Massive bug in the code.
I missed the screenshot but some workers in a city I just conquered thieved around 3/4 of my whole credit reserve - 40k. I mean how do did they get their hands to it? I just shipped everything I have to a newly conquered city? This is a clear bug, please fix it. I think it's coded so that the thieves always take a relation of everything you have. In the capital city I'd understand it but not in a city I've held for one turn. You get the point.

In the end, in this game, it does not matter but it's just a massive bummer every time it happens.

I dunno if that's a bug, it's probably a punishment for stockpiling huge amounts of money!

Absolutely not. The first occasion was one turn after I conquered it. And even if, all of the empires reserves would never be stockpiled in one city, least one that is not the capital.

Hahahahaha even better. It would be interesting if the worker salary was more, the thieves event won't spawn because "eh eff that I can work and get paid instead"

It's clearly not WAD, because it doesn't make sense, no. It's a bit of a tricky game design question though. If you scale it, it becomes ridiculous. But if you don't, it stops being relevant to the player.
It reminds me of the Bandits in Oblivion who started spawning with Jade armour and such because you were high level. Which made them still a challenge, but raised the question of why they don't just sell their own weapons and armour, and retire as a very wealthy man for the rest of their lives.

Parking 40k money in the useless treasury instead making it work for you plus the populus lives in poverty and getting exploited plus public budget of lousy 5 credits leading to upset people and delinquency makes perfectly sense to me.
However some people should read the complete OP, 2 lines of text can´t be that that hard, as:
That they go their hands on almost all of the treasury in a recently captured city doesn´t make alot of sense.
Doesn´t sound as its working as intended.

EDIT: I mean its more like oh no we got invaded and decided to invade Fort Knox tens of thousand of miles away successfully by totally ignoring the defenses there.

It doesn't matter what he does with his money, does it? It makes zero sense that thieves in a newly conquered city can steal such a huge chunk of his empire's treasury. Definitely a bug.

The event is probably coded to take a certain percentage of your stockpiled money, modified by the roll involved. It doesn't check how long the city has been under your control or whether it's regular or unincorporated.
Now as to WHY it happens, is probably linked to your very low workers wage and probably low worker happiness. I believe newly conquered cities copy your most recent city changes, so you can actually influence what standards are introduced in your cities - worker wages and emergency food f.ex. But it's still somewhat unclear to me.
It could also have something to do with what main stat you're playing with. I tend to get one type of civil unrest event under democracy and others under autocracy.
I'd post this elsewhere, suggestions or the technical forum... The game still needs a lot of tweaking to iron out bugs and inconsistencies.
