I'm starting to notice all kinds of things I never saw before. [:)] For instance, when I click on a Soviet Army HQ and hit show subordinates I see that in one army the commanders report shows all my divisions are CV3. But on the map they all show up as 2s. Do you round up the commanders report and round down the map display? Which one is closer to the truth?[&:]

Both. All CVs shown are guides anyway read section 7.1 and particularly section 7.1.4 paragraph 2 in the unofficial manual. But to be fair rounding only alters thing by 1.
