To test fixing some of the issues in 1.12, I've reduced all German aircraft sortie ammo/fuel to 0 required.

Initially, I wanted to try this with only fighters, but mixed bases would likely screw this balance up. This way, the German player is able to actually decide whether to counter Soviet bombing, which can now be unchained. However, the Soviet player still needs to decide whether to keep so many airgroups on-map by balancing it vs. the supply cost (which is not an issue with the German, as they will not be flying in blizzard anyhow).

Edit: to those of you unfamiliar with 1.11 air war, the give and take is that there is the mini-game of setting appropriate German air defense ranges so that your fighters cover what is needed without covering too much and getting fatigued out. Note that fatigue is the major cause of losses (operational losses as opposed to FlaK or air combat losses), so setting fuel and ammo need to 0 isn't as big a boon as it seems.
