[bug already on bug list] Costing 1 AP to move Construction SU

In a CG playing Axis v AI I am having to pay 1 AP for each Construction/RAD unit I move from a higher to a lower HQ. I don't think it did this originally. Is this WAD? Was it changed in a recent patch?
I didn't notice until on T3 I was transferring from AGN HQ to 16th Army HQ and I did not know until I tried moving and got the message that it cost 1 AP to move and I did not have any left.

Should not cost to move them unless you're moving them to a city. I move mine all the time and never get AP usage. Definitely a bug.

This is a known bug that happened in one of the most recent versions. In my experience it is not consistent. One user reported "Workaround is to click on Assign Support Units, exit and click again. No cost then." I'm not sure that works, but you could try it until we are able to fix the bug.

that workaround works 100% of the time, and afaik it is very consistent: ANY HQ that is ON a city/urban hex will get a 1 AP cost for getting a construction unit from a higher tier HQ (via Assign Support Units button)

It does seem that a HQ on a location hex (town/city/urban/airfield) does cost 1, while if not it doesn't cost.

can confirm town/city/urban and even depot in empty hex all cost 1 AP

airfield in empty hex doesn't seem to cost though

Thanks for the quick response. I will use the suggested workaround until the next patch. I think I keep my Higher HQ's (where my construction units are mostly) on depots, so that makes sense to me.
