I don't understand the difference between the two rules. The second one is for New Zealand supply, I think. But, why is it talking of port East and of Port Augusta?

By the way, since we are talking Allies turn one gambit, is this rule not an invitation to empty Wellington and Auckland from two divisions?

For New Zealand it requires 3 more ports.

While the Allies can leave NZ open if the Japanese land there they still surrender.

Yes but the text is almost the same, Port Augusta? Not a note about New Zealand cities...
