Attack without declaring war

Hello. I've conquered entire empires without even declaring war, is this a bug or is it normal?

I think it is unintended, but I have killed every base and freighter of an enemy, -700+ Malus worth, without any war.

I killed every base of an enemy and took all colonies, but they still show up in the diplomacy screen. I think it's a bug, because In an older save game I did the same thing and i got the notification that I completely eliminated that empire.
The game is not playable, there is no way the beta testers didn't notice all these game breaking bugs.
The game idea and concept is awesome but it is too bad it is unplayable.
There are no alliances in the game, many many bugs, performance issues during late game on an ryzen 7 5800x, I know the team is working hard, but there is no excuse in launching a broken, unplayable game, I'm sure the game will be fixed and playable in a couple of months.

Quite certain it's intended that you can invade colonies and capture bases without declaring war. Your empire rep takes a hit for invading colonies and for attacking civ ships if you aren't at war with an empire. What may be a bug or, more likely, the AI being too scared of you, is that the AI doesn't eventually declare war that often. I've seen them do it when you're close to parity with them, but if they don't think they have a chance they just let you wipe them out.

I'm a big fan of this mechanic, mainly because it doesn't enforce black and white views of conflict. Without bringing contemporary politics into it, there's a recent example of a country attempting to occupy another without declaring war - which might well have succeeded if circumstances had been a bit different. The kinds of international repercussions felt by the aggressor are the kinds of things I'd love to see more of in Distant Worlds - Generally, even unaligned empires should look poorly on unjustified aggression and be likely to take collective action against it.

Yes, this mechanic would work great if:
1. There were alliances in the game.
2. The ai was not so bad.
