Ground Movement on Railroads

I noticed that units using ground movement on rail hexes only cost 1 OP. For example the Thai unit that starts the 1939 campaign in Bangkok can move 5 hexes on rail hexes to 35,57.
Why are rail hexes providing the same benefit as a road hex when the unit is not using rail movement? In addition as with roads it only costs 1 when a rail hex is entered from a non connected rail hex.
I hope that this is fixed in the next update and will have to test to see if it is the same in War Plan

road = road -rail.
rail = road + rail
