This unit is supplied despite an enemy fleet around.

The port is not blockade due to the friendly naval stack around. The problem is that this stack is out of supply.

An unsupplied fleet cannot do a blockade. I have just retested it with patch 1.06.3.

As such, the contrary must be done as well, an unsupplied fleet cannot break a blockade.

Not sure this has been fixed in the latest patch.
