Just finished campaign as Axis with major victory (2062 points to 1662 for Allies) and was disappointed with AI. It did some very dumb things like landing units with out a port that just withered away. AI did attack and take much of Philippines but given numerical advantage I would have expected more. AI was totally blocked in Burma and China.

Does the Axis AI act smarter - thinking of a Allied campaign and don't want to start if AI is worse than Allied AI was?

It is roughly the same neither ai is very good, the only way to have a challenging game with the ai if you are a descent player is to turn up their abilities, which basically just make their units tougher, and then play a very basic game, don't do any cheap tricks or big encirclements they always fall for it.

Sadly to make good AI in a game like this with so many options, I just don't see it being possible.

You will surely have the most challenge against a human or upping the AI.

But they still don't see the early invasions of islands deep in their territory very well...

Europe is easier to make an A.I. but the Pacific is exponentially more difficult.

In most games you need to turn up the A.I. bonus to have a challenge.

To give a couple examples..... The 1st game I played of SC3 which I think Hubert has a better A.I. than I do I stuffed the Germans in France till 1941.

In War in the Pacific there are some rules players make about the A.I. to make it more challenging. One is that if the Allied A.I. takes a location the Japanese player is not allowed to take it back. When the Axis player does an end around and takes a key port in the supply chain behind the recent conquest the A.I. doesn't know how to handle it.

For the Pacific the A.I. is a programmed opponent. The A.I. is better at playing the Axis than the Allies. The Allies require a lot of management and awareness during all times in the war.

I am always improving the A.I.

Realize games with a single small front with a set goal makes it much easier to code A.I. Thus why games like Unity of Command are challenging. I can dump the WarPlan A.I. in UoC and it will play just fine.
