Carrier Operations 1939 to 1940

Unlike any other advancements, there is no difference between Carrier Operations 1939 and Carrier Operations 1940.

May I suggest to add 1 to Naval Air in 1940 to distinguish the two advancement levels? This is quite logical compared to the others:

CVs still sucked back then but I will add it in the next next patch to make players feel better about their investment.
