Force Movement Bias issue

I created a little scenario and I had to adjust the unit movement to the scale of the scenario. So I adjusted the Force Movement Bias for both forces. It all looked fine, because I saw unit movement change in the force editor to what I wanted.

I saved the game, but after I opened it again later all movement allowance for units had changed to 1. And I cannot change it with Force Movement Bias. Whatever value I give it, all unit movement stays 1.

I have no clue what happend. I changed all kinds of costs, but it didn't change anything.

I changed the environment (that was on 200km) to 0.25km. The movement came back, but not at what it was, I think.

New Game with 0.25km, 1 hour turns, MFB 455, I get 18 infantry movement. Is that normal?
That is 0.25 x 18 = 4.5km per hour.
Is that the limit of the game that I reached for movement?

I tried one at 0.25km, 1 hour turns, and I get 4 infantry movement! Raising the FMB gets it as high as 18 but no higher, so it looks like 18 is the max at that scale.
