By the way, I have checked the weather. And Moscow at 201,69 is already in blizzard when it is time for it. I think the weather is quite fine. What I would just do is lower it by two hexes so that Tula at 201,65 and Kaluga at 199, 66 are both included in this weather zone. Both cities were retaken during the counter offensive of the first winter.

When I think of it, it saves 5 + 25 + 5 = 35 PP plus 1 manpower city from Germany. Soviets should be a littlestronger in 1942.

About the weather, Moscow was definitely not within the Arctic cirlce climate zone. By repositioning it, it is now in WP weather zone 9. So it has the same weather as for example the Kola Peninsula. That is not right.

If anything, Moscow should be in WP weather zone 10. So zone 10 should be extended Northwards.

I've looked at a ton of weather maps. They are all different in some way.
I also referenced game weather maps.

I am testing historical 1941 weather for Russia so I might shift these lines.

I see. But since Moscow is now on a new location in my mod, what would you want the weather zone to be (regardless if it's accurate or not) for Moscow, 9 or 10? Does it make sense to put it in the severest weather zone?

In the stock game scenario, the weather near Leningrad is 9 to protect the road of life I suspect. Since winter counter offensives were done there too, I suspect Moscow should be 9 to help the Red Army to advance with low experience units against the strong 70%++ experience.

Thus what I have proposed above for Moscow, Tula and Kaluga.

It makes little sense that Moscow should be in the same weather zone as the Kola peninsula in real life. You can do it for game purposes of course to aid the Russians, but then it is more about a balancing act.

I am not sure what is wise in this case.

It depends on what you are trying to achieve. Which changes are you willing to make? As you said this is a balancing act.

Is your map of rail lines until Siberia? I have pretty good view now of all the locations and rivers there.

I have sent you a PM with the link to my mod. You can check the rivers and rail lines :-)
I have used extensive historical sources as well as other wargames to come to this setup.
It all remains a bit arbitrary though, the game does not allow major and minor rail lines for example. So it will always be a best effort.
