Please consider this feature request

The problem
AI advisors will spend all available money on gifts, ships etc and maintain a cash balance close to zero. This makes it impossible for the player to buy anything manually , which they will often want to do.
Players end up waiting ages for the required cash to be available, repeatedly getting "almost enough" before the AI spends it on something less important like a diplomatic gift. This is a very frustrating experience.
The only workaround at the moment is to turn the advisors off entirely and micromanage everything.
The solution
reserving some cash for the player's use while still allowing automated spending of any surplus.
A "target cash on hand" automation parameter could can be set by the player. If cash is below this level, AI will not purchase additional state ships, crash research, or diplomatic gifts, or costly treaties. Provided cashflow is positive, the required funds will be built up automatically and then the AIs can spend any excess.
I think this would be very easy to code.
