Hugo join AXIS with successful Sea Lion

Currently in game with Rambo and I did a successful Sea Lion. Yugo joined Axis. Is this how it’s supposed to be?

Pro-Axis movements will be inspired by your sucess in Britain. Not only those in Yugoslavia but also Spain and Turkey have a chance of moving towards your side as a result of your actions there.

Essentially, if London has fallen then there is no enthusiasm in Yugoslavia for overthrowing the pro-Axis government and joining the Allies.
