Hey Bob: At one time TOAW would load a file upon startup if you dragged and dropped it on the EXE in file explorer. That doesn't happen any longer. I got WIN11's powershell to start up TOAW ( I renamed the filename so that I didn't have to use parens on the file name ) just fine but the EXE no longer loads the indicated file ( following the EXE on the command line ).

# powershell Start_TOAW.ps1:

.\Opart_4.exe "C:\Users\t\Documents\My Games\The Operational Art of War IV\SavesSicily to Brenner Pass 43-45 4.sal"
#EXE......................{file to load upon startup}


So that feature got dropped.....or am I doing it wrong?
We've all heard how computers can beat humans at anything computational but I've yet to meet a computer that can beat me at kick boxing.
