In one of his other postings, I suggested that he post a copy of the scenario. Until he does and the events/deployment can be analyzed, I don’t see how he can be helped.

There are some Objectives in your scenario, so somebody put them in there. But anyway, all you have to do is select Place Objective in the Deployment Mode [seen near the end of the video linked above] then Right Click on the map to place an Objective.
You need to be more specific for other issues. For example, you are asking us how to Edit Forces. What are you trying to do exactly? We need to know in order to answer.

I have set a bunch of objective values that roughly correspond to the political/military significance of each settlement in the narrative of ASOIF during the war of the five kings. Important capital cities such as Riverrun, Lannisport, Kings Landing and Winterfell have an objective value of 100 each. Although having said that I have not yet calculated how the objective value of cities would tally toward a set of victory conditions. I am not yet sure how to construct a challenging and playable map that is relatively faithful to the book material.
My intial problem with deployment was setting unit objectives I was confused on what these were and whether or not each individual unit on the map or each individual formation required its own specific set of objectives. I wanted to know how to set a Unit and/or formation to a defensive/offensive stance. For instance how do I programme units that will be played by the A.I to prioritise the defence of a capital city or strategic location. I have looked through the manual and watched the tutorials provided by forum users but none of them actually explain in layman's terms how these things work.
I need some clarification on the limitations that formations face when deployed with other formations of the same colour, I read in the manual that these limitations mean that there is less cooperation between forces and therefore less utility in carrying out a combined attack with their support.
If it would be possible could someone please explain to me what unit/formation proficiency is? and how supply, stars and other objective icons affect gameplay? What is a Re-entry point? Is it a location that you can set in editor to act as a base for reinforcements and deployment for reserves. How are reinforcements and equipment replacements set for units to receive in game? What are your recommendations for creating an OOB that can replicate medieval warfare's pitched battles, low unit density on the map and lack of vehicles or aviation? Lastly what are your recommendations for creating a custom Balrog unit to permanently occupy Moria in the war of the ring scenario and how can I create Dragons for my ASOIF Scenario that have the capacity to destroy formations but are ultimately not game breaking?

Design your scenario, then playtest it to judge performance. This is the procedure for any scenario for any time period. This is why there is no book on scenario design, it is complex and fluid. TOAW allows you to do just about anything, but you have to determine the best way to achieve desired results.What are your recommendations for creating an OOB that can replicate medieval warfare's pitched battles, low unit density on the map and lack of vehicles or aviation? Really your best bet is this.
Create a very simple map (small as you can).
Create no more that 10 units per side.
Create one or two formations per side.
Set supply points for both sides (keep it simple and small).
Deploy both sides on the map.
Set Objectives for both sides.
Create a few simple events (set the weather, and maybe make a message like scenario starts) keep it really simple as you learn.
Now test it out.
You can also look at some other scenarios in the editor, but start small and slowly increase your knowledge.
Remember that this game originally came out in the late 90s and a lot of folks have been playing and tweaking for decades. But you have to start somewhere, also if you can get a copy of the original TOAW or better ACOW manuals from Talonsoft there is a lot of good nuggets in the manuals on how to use the editor which most of us learned with. Lastly, Both Steve (aka sPzAbt653) and Bob Cross (aka Curtis LeMay - i.e. not the real general of WW2) have a lot of good info and links here to learn from.
Again, start small, I think your trying to eat the elephant in one bite, and you need to take a few small nibbles instead.
