Unit Map Uncertainty (Principle)

I just noticed that with the panning of the map, units move in relation to the map background. They have up to 200 Meters of positional uncertainty. All units move equally, so distances between them are retained. It's strange though that you can put structures exactly into their real life positions, only to see them move like this. Has it always been this way?

This happens only when you do an extreme zoom-in, right? In that case it's a matter of "parallax" effect between the plane of the units and the rendering plane of the map layer.

This happens with reference points as well, very annoying if you are building a no-nav zone or similar where you need to be zoomed in for the higher detail level because if you move the map the other point are not in the same place as before. It also happens when zoomed out it's just not as noticable. I will also say it was nowhere near as noticable in 32bit but did still happen.

Yes, it is more noticable the closer you are zoomed in, but the unwanted movement of the units happens no matter how close you look. In absolute terms is indeed larger the further the camera is away, because you can pan farther with the unit still visible on the screen.

Since the coordinates of the units do not change, it is clear that it is the map that is moving. I am sure you have your reasons to implement it this way. As you have hinted at future development regarding ground combat, I am hopeful this will change and the units will actually be on the level of the map and not hover above or below anymore.
