I'm not sure where to put this best.
The manual (1.25) on page 312 states
"Check Panic Retreat
If % of the Subunits remaining of a Unit drop below the Morale of a Unit,
then there is a chance it will do Panic Retreat.
Units that have no avenue of retreat have their Morale doubled for this
calculation."
and I am wondering if this is indeed correct? it would mean units with high morale, or without a avenue of retreat, can panic retreat earlier than units with low morale. This sounds somewhat odd to me.

Indeed.
I remember being somewhat confused about this too...
but then looked at the combat details (which IIRC record this effect)...
and... was not confused any more ??

Ok, so I guess the manual is wrong. Whats the best subforum to report that? It's not really tech support.

This just extremely poor wording like in any Vic's manual.

What he means to say is that if unit loses % is larger than its morale, then there is chance to panic.

Meaning that if unit has 80 morale, if would need to have more than 80% loses to be able to trigger a panic retreat.

This is not explained in Shadow Empire manual properly (or at all), but it is in his other games which use same exact system.
