Italians in '43

Further to my post in the Scenario data area, I had another look at the reinforcements schedule and there are no Italians listed for '43.
However in my game with Quantas I had half a dozen or so units available from around turn 100 or so (one was much earlier) which all subsequently disappeared with the Italian surrender.
A couple of partial screenshots from T113 and T115.
This looks to be a bug to me rather than a scenario issue, but I can't tell.
I suspect what is happening is that somewhere mid game destroyed Italian units are going to Axis RESERVES and from there they are available to deploy to the map (we are playing with TBs closed).

Likely these are Italian units destroyed in North Africa and either evacuated or are returning to be rebuilt after 10 turns. If I remember correctly what the numbers in the event mean, each Italian unit has a 2% chance to evacuate, in which case it goes to the reserve. If destroyed, it looks like they return in the reserve after a delay (as shells to be rebuilt). This doesn't appear to be new, as I have saves from a 1.02.xx game where the units are sent to the reserve 10 turns after they were destroyed.

Yes, that looks like what is happening - though 2% seems a bit low given how many units I received.
But surely this is not right, these units shouldn't be available to deploy in the East. Rather to the Italy garrison ?

From my AI vs AI saves, it looks like all the division sized units in North Africa.

Please name the scenario and the italian units involved
No early end.
Server game vs Quantas.
The on map units have all left now, the only name I can remember is Pistoia Mot.
There were around 6 or so on map units and maybe 20+ support. These ones are still in the OOB.
