PBEM 43-45 Campaign latest patch

Please take a look. I have about 20 hexes of Russia in the centre, and the TB is full of Hungarian and SEC units I badly need. I think the TB requirement should also be by levels of territory controlled. I do control some in AGN, but it does look too wild. We should not have a locked G TB, I feel.

The Soviets need to own Kaunas, Brest-Litovsk and Lvov for the TB forces to be released. You can change the event in the editor if you feel that requires too much.

I think it is a bit too much, and players should decide whether to have more partisans or not in the official game, not have it locked. I could well do with 220k men from all those Sec Divs, and Hungary is invaded—I do not think Hungarians would have stayed around to fight partisans with half the country lost. I accept what you say on the editor, and thanks. Maybe I will do a mod one day when I get time.

I do think the original WITE system was better on this, TBH. Though it could have been improved.
