HT Mortar - Ground Element Type only shoot at close range.

The HT Mortars, now being able to shoot their main armaments, are only doing so at rather close ranges of below 200m. Occasionally one can see a mortar hit before that, but that's rather rare and therefore they only score hits with their AAMGs.
In Urban areas when range is instantly short range they perform as normal.
