Oilers have leaks
I fill up my Oilers and put them on do not unload. I disband the TF and go back a couple moves and they are not 100% full

Oilers will refuel any ships they are in contact with whether ordered to or not. That includes ships in port, ships in other TFs occupying the same hex in passing, and of course ships in their own TF. The 'Do Not Unload" order only applies to offloading in port.

Yup. I think your best option to ensure those fat tankers of gas stay topped up long term is to keep them locked away in a task force with Do not Unload/Do not Refuel order.

AOs are oilers and they'll refuel other ships. TKs do not.
Very handy, e.g. I run tanker convoys from LA to Auckland in my games and use to have one AO in convoy to ensure they don't run out of fuel.
Note that you can set refuelling level at waypoints, e.g. Minimal, Tactical etc.

No, they have to be in the same hex and the other ships have to have refueling orders that will request fuel. But the poster stated that he disbanded the oilers into the port where they will refuel ships as the ships need and request the fuel.
The unload order just means that the ships will not unload their cargo. Sometimes the ships will unload where there is no base. Like someone sending some rotten Japanese sushi to the Soviet Union.

Disbanded oilers will refuel other TF in the port if the port does not have enough fuel. Setting any TF to 'Do not refuel' will prevent this happenning but it has not effect on the oilers in port. Oilers in a TF will not refuel anything automatically from it's cargo tanks, they will like any ships transfer fuel from their own tanks if any ship in the TF they are in in becomes short. The only way at sea to refuel from an oiler is to set the receiving TF to 'Refuel'.

As someone said in an earlier post, if the other TFs are set to refuel (even minimal refuel) they will be refueled fully by a passing AO without any orders to do so. It is the only way to explain how my oilers lose fuel cargo (not their own bunkers) on their way to destination without having any orders to fuel TFs they cross paths with. The suspect TFs always come away with nearly full bunkers (a little gets used as they continue their journey). Yes they were all in PH the whole time which had plenty of fuel so it must be they just fuel any task force they are near.

Your post started out dealing with refueling in port as if that was the only place it happens, and one sentence at the end mentions refueling at sea. I wanted to clarify about levels- that if the AO refuels a TF it does not reference the level of refueling - it fills them up if it has enough fuel and ops points. So setting the TF to "Refuel" as you put it means any level of refuel. I think some are confused about TF orders. There is no order that you can give to the TF containing fleet oilers which gives them permission or refuses said permission to refuel other TFs. The "Do Not Refuel/Full Refuel/etc" orders are for the ships in the highlighted TF - it controls whether or not these ships accept refueling, not whether the oilers in that TF provide fuel for other ships.

It is on the screen where you set up your patrol orders. The routing orders to Meet another TF and refuel it are mostly to guarantee the meeting happens. It can be any ship with extra fuel in the bunkers sharing with other ship(s). The point about oilers is that they 'lose' some of their tankage fuel if they happen to cross paths with a TF at sea, whether they have orders to meet it or not.

There seems to be some confusion here. There are two types of refuelling, auto and manual. Under 28.4 this is what happens?
Auto refuelling
• An oiler will give fuel to any ship short of fuel and in the same TF from it's cargo tanks if that ship is short. It matters not what type of TF it is although I found out that an Escort TF changes to a Repl TF if it does.
• Oilers will not automatically provide fuel to any ship in a different TF.
• Any ship will provide fuel to any ship short of fual and in the same TF from it's own tanks if it has spare. This can be a problem as it may leave the ship short of fuel next turn. It matters not what the TF is.
• Refuelling options do not work for a TF at sea. It's always a full refuel if the giving ship has enough fuel otherwise it's a partial load.
• Ships will automatically refuel from a port if they are capable of docking unless 'Do not refuel' is set. Note that a TF set to auto-disband will only do so if it can dock hence it will not refuel.
• Oilers disbanded in the port only provide fuel if the port does not have enough for it's own needs. Oilers in TF in a port hex are treated as oilers at sea, docked or not.
• Whenever a new TF is created you can choose the refuelling option for that TF.
Manual refuelling
• The 'Replenish TF at sea' option is used to refuel from any TF in the same hex. I think the TF with the largest endurance (most fuel?) is used first. If it's the same TF then it's just redistributed.
• The 'Replenish TF at port' option is used to refuel from a port. The TF must be able to dock to do so and the refuelling options count. If 'Do not refuel' is set then the refuel from port option is greyed out.
• Any TF can be ordered to 'Meet and refuel' another TF through 'Set TF routing'. Normally given to a replenishment TF but it doesn't have to be. In fact any order to follow or meet another TF can result in refuelling, it's just carried out automatically.
• Ships disbanded can be refuelled from the 'Active ship' list for the port.
