Would be nice to have some type of Combat "Survival" Modifier for each Ground element ...or for each Ground Element Type, which could be changed from 1 to 999 and which increases/lowers the chance of an Element/Ground Element Type to get hit in Combat.
e.g. 100 is the base and below 100 the element is less likely to get hit and above 100 it is more likely to get hit.
So if I want Element X to get less hit I could put this modifier to 80(%) and if I want to get Element Y to get more hit I'd put that's Modifier to 150(%).

AFAIK something similar was put in place in the code regarding Armored Cars(?) since otherwise they'd be constantly vanishing instantly with the low production they have. With such Modifier all those Code-internal unknowns would be visible and moddable, win-win.
