Defense Fleet keeps loading troops

1st Defense Fleet has some Troop Transports in it, with a specific design maximized for captures (only 1 troop compartment, 3 assault pods, set to never invade). All the ships in the fleet have been manually set to “Never invade” (through tactical settings).

Despite that, the fleet repeatedly, since it’s been built, travel to colonies to load troops. Not only that, but now, it’s going into a Galactic Storm nebula to do so, while its ships aren't equiped with ion shields nor ion sheath armor.

Why does an automated defense fleet load troops? What purpose does it serve?

As far as I can see, the only way to prevent this would be to either put the fleet on manual, or to take out the troop transports from it.

Am I to understand that, in the current state of the game (3 years after launch?), it’s still not possible to integrate troop transports configured for captures, in automated defensive or offensive fleets, without having the fleet going all over the place to load troops?
