Engineer Units Don't Stay PUT

I have an abundance of Engineer-Sapper units (38 Brigades and 58 Regiments) yet even with not using up all the Brigades there are some which even though I specifically place in a location for repair and set the priority repairs the next turn they are gone.

What do I need to do to keep them where I put them so they will repair what I want them to?
PO2 US Navy (1980-1986);
USS Midway CV-41 (1981-1984)
Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)

You should disband excess units for the manpower.

Brigades have 10 x times the consrruction value of a Battalion and only use 5 times more in manpower. Brigades are more efficient.
