I never liked this rule because you cannot fully protect your ships when invading a base hex. Will this be taken off like the wolfpack subs rule was removed???

Hi, Just have the CV stay 1 hex out and fly LRCAP over the transports. It's a lot easier for the Allies because they have that giant herd of CVE. The Japanese need to put a few CV to fly CAP over the CV and a few CV (CVL) to fly CAP over the transports. The good part from a Japanese view point is the era when they will be conducting landings that require CAP from CV is also the period their fighters are performing their best. They don't need the CAP levels the USN will need in 1944 where landings will be attacked by several hundred Japanese aircraft per turn.

What is the logic for the rule to begin with? Less maneuvering room to launch into the wind?

That and to prevent players from stacking all their carriers in one port along with a bunch of fighters and making it impossible to attack these ships. It was abused in the early days of UV and the change was made at the request of the players.

Besides, don't fighters provide (reduced) CAP out to three hexes now? I hope that isn't another rule that only counts for groups that have radar.

Why not just change the rule to not allow this in your own base hex but allow it in enemy hexes. This way you cannot combine your carrier planes and your base planes but can protect your invasion forces and so forth.
