If a partisan attacks and fails the rules say the partisan value may be decresed.what specifically does this mean? page 95 bottom of 2nd paragraph. does it mean their killed if they fail or is it meaning another chance to increase your garrison[X(]

It means the partisan point that attacked is destroyed in the failed attack.

You may have to increase your garrison (and supply them better!) next turn.
If a Pop3 space makes 3 Partisans,and your Garrison has no supply, then all 3 will attack. If 2 fail, there will still be 1 left over. Next turn it is added to the 3 new Partisans for a total of 4. Of course if you already have 3 Garrison troops, and they get a supply, only 1 of the 4 would actually attack anything. If you added a 4th Garrison unit, none would attack the next turn. (All 4 would be supressed by the 4 garrison troops)
