German heavy Bombers (HE-111)

I have a question,

I have noticed that when I attack naval units with my hvy bombers of the Luftwaffe, they only attack with 2 dice,not the three that the tech screen shows I should get as a base.

Anyone have any ideas why this is? That extre die sure wouold come in handy.

If they are attacking a Light Fleet, they are losing a die to the 'Armor' value. If they attack a Heavy, they dont even get a roll as they lose 3 dice to the Armor.
