Can bombers over-fly neutral nations?

I can't seem to find the answer to this question in the manual or on these forums... forgive me if it is in either place.

Example: German bombers are in Romania. German paratroops are in Romainia. Can they fly OVER still neutral Turkey to drop in and take an undefended Iraq?

Thanks! Really enjoying the game... but frustrated by some unknowns like this one...
